When you call your insurance company about a cracked windshield, the person who answers may work for Safelite, the same company that wants to do the job. Here's how that works, who's behind it, and the right Washington law gives you to say no.
Brought to you by valueGLASS, Kitsap's independent, veteran-owned glass company. Every fact links to a public source. Last updated October 28, 2026.
01 · The call
Safelite Group runs two businesses side by side. Safelite AutoGlass replaces windshields. Safelite Solutions answers glass claims for insurance companies.
insurance and fleet companies use Safelite Solutions to handle their glass claims, including 19 of the top 30 property and casualty insurers, according to Safelite itself.1
State Farm, the largest auto insurer in the country, moved its glass claims to Safelite Solutions.23
Seattle-based Safeco also tells customers its glass claims are handled by Safelite Solutions, "an entity separate from Safeco acting on our behalf."4
In a 2014 case, a federal appeals court described how this works: when a consumer calls their insurer, they "may be connected to Safelite Solutions," whose representative follows a script that, "if practicable," recommends Safelite AutoGlass.5 That's the court describing the setup, not a ruling that Safelite broke the law. But think about it: the company taking your claim is a sister company of the shop competing for your job.
The Capitol Forum, an investigative news service, reported in 2025, citing industry sources, that Safelite Solutions gives employees incentives to steer claimants to affiliated shops.6 The Independent Glass Association, representing independent shops, has filed antitrust complaints with the FTC and the Justice Department. Those complaints are pending, and no agency has made any finding.378
The company that takes your claim and the company that wants your job share the same parent.
02 · Your rights in Washington
"A person in this state has the right to choose any glass repair facility."
RCW 48.30.340(1), Washington State law since 20079
The same law requires an insurer, or the claims company handling glass claims for it, to tell you about that right if it owns all or part of a glass shop. Shops it owns must post a notice saying so.9 Washington's claim-handling rules also require insurers to work in good faith with the repair shop you choose.10
"I've already chosen my glass shop. It's ______. Please send the claim there."
03 · Who owns Safelite
Safelite is part of Belron, a global windshield company operating in more than 40 countries.1 Belron is controlled by D'Ieteren, a Belgian family-controlled group that has held a majority since 1999.11
D'Ieteren kept 50.01% of Belron in a 2021 deal. The rest is held by private equity firms Clayton, Dubilier & Rice and Hellman & Friedman, BlackRock, and GIC, Singapore's government investment fund.1112
That 2021 deal valued Belron at €21 billion.12 In 2026 the Financial Times reported Belron was weighing a stock market listing. D'Ieteren says no decision has been made.1113
In 2024, Belron agreed to pay €2.2 billion in dividends to D'Ieteren and take on €3.8 billion in new debt to help fund a buyout within the D'Ieteren family.14
When you pay Safelite, the profit moves up the chain to Belron and its owners: a Belgian holding group, Wall Street private equity, and a foreign government fund. When you pay a local shop, it stays down the street.
04 · Buying up the locals
Safelite has been taking over long-standing independent glass companies right here in Washington, including two in 2026 alone. Here's what the public record shows.

Kitsap's own local glass shop. Washington state contract records list Safelite as "former Auto Glass Plus in Bremerton," and show Safelite signed to take over Auto Glass Plus's state glass contract for the Olympic Region, which covers Kitsap, in May 2026.16 Safelite now lists a store at Auto Glass Plus's old address, 555 Bruenn Ave.27
Vancouver, Washington-based Cascade Auto Glass, with 23 locations across Washington, Oregon and Idaho, was acquired by Safelite in a deal that closed August 14, 2026, according to industry news site glassBYTEs.25 Safelite's store list now includes Cascade's Washington addresses in Fife, Longview and Vancouver.27
A Seattle auto glass company with a reputation built "over the last two decades," in Safelite's own words. Safelite bought its assets in a deal that closed October 7, 2022.28

And it's been going on for years. In just seven months, Safelite's own press releases announced Ideal Auto Glass (July 2023), Sun Auto Glass (October 2023), Intermountain Auto Glass (October 2023), Absolute Auto Glass (November 2023), Freddy's Glass (December 2023) and Thompson Auto Glass (January 2024).15 Safelite never put out a press release on its 2026 Washington deals. The old names and websites often stay up, so customers may not know who they're really dealing with.

Ask before you book: "Who owns this shop?"
The price
Consumers' Checkbook, the nonprofit consumer guide that takes no advertising, sent undercover shoppers to collect quotes from 27 Puget Sound auto glass shops for the same four jobs.32 Safelite came out the most expensive of all of them.
| Shop | 2023 Camry XLE windshield (with ADAS) | 2022 Malibu rear side window | 2021 Jetta S windshield | 1" chip repair | Price score ($100 = average) |
|---|---|---|---|---|---|
| Safelite AutoGlass | $956 | $539 | $479 | $180 | $162 · highest of 27 |
| Novus Glass, Port Orchard | $873 | $273 | $583 | $75 | $110 |
| valueGLASS, Bremerton | $527 | $204 | $384 | $40 | $70 · lowest of 27 |
A price score of $162 means Safelite's quotes ran 62% above the average shop. Its $180 chip repair was the most expensive quoted in the survey, and its $539 side window was nearly double most shops'. valueGLASS's $527 Camry windshield was the lowest quote Checkbook got for that job; the highest was $1,124.32
Shown: Safelite, Novus Port Orchard and valueGLASS, from Checkbook's full table of 27 shops. In the same survey, Auto Glass Plus, now Safelite, scored $83 in Bremerton and $86 in Poulsbo. Checkbook's auto glass article was last updated June 2026. See the full table at the source.
05 · The public record
We're showing you the whole record, including the cases Safelite won. You can judge for yourself.
| Case | What it was about | Outcome |
|---|---|---|
| Whistleblower suits, California & Illinois (filed 2023) | A former Safelite manager alleged Safelite billed insurers for specific moldings while installing cheaper universal ones, plus COVID cleaning charges. | $31 million settlement (2025) |
| No party admitted liability, and Safelite denied the allegations.1718 | ||
| Technician wage class action, federal court in California | Alleged unpaid overtime and minimum wage for technicians paid by the piece. | $8.2 million settlement (2019) |
| Safelite denied liability.1920 | ||
| Independent Glass Association complaints to the FTC & DOJ (2025) | Alleged monopolization and steering tied to the State Farm claims contract. | Pending. No findings. |
| Source: Repairer Driven News reporting.378 | ||
| Minnesota regulators & AAA (2015 consent order) | Barred AAA from using Safelite to handle its Minnesota glass claims; AAA paid $150,000 and said there were no findings of fact. | Struck down in federal court (2017) |
| The court ruled on free-speech grounds, and upheld the requirement to tell customers they can choose.2122 | ||
| Connecticut anti-steering law (2014) | Safelite challenged a rule requiring claims handlers to name a competing shop. | Safelite won |
| The rule was blocked on free-speech grounds.5 | ||
| Steering suits by independent shops (Minnesota 2005, Michigan 2012) | Unfair competition and steering claims. | Dismissed |
| 2324 | ||
Notice the pattern? When states try to rein in how claims are steered, Safelite fights it in court, and often wins on free-speech grounds. That's why your best protection is knowing your rights and saying them out loud.
06 · "Preferred"
"Preferred," "approved" or "in-network" means a shop has signed an agreement with an insurer or its claims company. It isn't exclusive. Safelite Solutions itself manages a network of about 9,000 shops.1 State Farm tells customers to "choose the vendor you prefer from a network of repairers who meet our quality standards."2 Plenty of local, independent shops are in the same networks.
And in Washington, no network label overrides your right to choose any glass shop you want.9
07 · What to do
08 · Why we're saying it
We're valueGLASS, a veteran-owned glass company started in a Poulsbo garage in 2014 and built one customer at a time. We didn't buy anybody's reputation. We earned ours.
We've watched national chains buy up the independent shops that used to fix Kitsap's glass, and we've watched customers get routed away from the shop they wanted. Somebody local has to say it plainly, so we are. Yes, we compete with Safelite. That's exactly why we know how this works.
And another thing
Port Orchard's Novus looks local, but it's a franchise brand owned out of Canada. Every Novus in Checkbook's survey priced above average, and Novus has spent years suing its own franchisees.
